Had the inspections been "successful", we would have been ASSURED AND SATISFIED that Saddam had destroyed all of his WMDs. But Saddam DID NOT satisfy the inspectors. He DID NOT come into full compliance by resolving all remaining issues that UNMOVIC had outstanding in March, 2003. He ATTEMPTED TO CREATE AN ATMOSPHERE OF AMBIGUITY ABOUT WHETHER HE STILL POSSESSED WMD's. He did not satisfy all 15 members of the UNSC in November, 2002, that he had complied and they found him in material breach of the cease fire. None of what Duelfer said could be confirmed until AFTER Saddam's overthrow, it could only be speculated upon. I also know that from my discussions with Subject Matter Experts working for the ISG, that NO ONE could account for the missing 6,000 warheads that, BY THE IRAQI AIR FORCE'S OWN ACCOUNTING, that they had not used against Iran. And no one can explain why Saddam was telling his inner circle, including Naji Sabri, Iraq's Foreign Minister, as well as senior Iraqi generals, that he still possessed chemical weapons. Once again.. Inspections are supposed to be just that, inspections and accountability of all produced ordnance. They are not supposed to be "fishing expeditions" or Investigations... ISG was an investigative organization. It's purpose was to discover the truth about Iraq's WMD program. It discovered quite a bit.. But there are STILL remaining issues that have never been resolved. After all, they only spoke to less than 1/4 of the scientists involved in the Iraqi WMD programs. The rest of them have gone "missing". Hawk
