They hire a contractor to work up a solution, and before the product is delivered or sometimes after the fact, the specifications or objectives change, they toss out millions of dollars of work and start over

What is truly absurd is that it costs millions of dollars in the first place. Talk about $100 toilet seats... Any consultant that is charging millions of dollars to do basic systems analysis is really padding the books.

The public generally doesn't know the Chinese have been attempting to penetrate U.S. classified computer systems for the past 4 years. It's a serious, sustained and significant effort.

If I were President.....Oh, would I make them pay! Thankfully, we still have some of the sharpest and savvy programmers in the world in the good old U.S. of A. Problem is, most of them work in private industry.
