Sometimes you even wind up with a larger percentage of deadbeats. They often are much better at sucking up and brown nosing so can be over-represented in the final sample...

Yup. Keeping the empire builders instead of the ones that do useful work is a mistake.

I've been a "victim" of four layoffs. I totally agree that more savings could have been had by trimming management, but those guys all play together and see each other all day. Branch offices are easy targets. Older, more highly compensated employees are too.

I've worked at at least one company where the layoff seemed to make business sense. Once the product line had been developed, lay off developers and hire salesmen!
