To be used by Republicans for political gain. Democrats can't do that because they are weak and spineless. Republicans can because their hearts are pure and they have the strength of legions.

TP, What are they for then?

I figure the Strategic Petroleum Reserve is called "strategic" because it's more for national security than anything else. I don't count regular fluctuations in the price of oil as detrimental to our national security. However, bigger problems such as Katrina or Middle East crises qualify.
