CJ, The reserves were initially established to help in the case of something like the oil embargo or something worse. The proposed draw down in 2000 would have been a good use of the reserve, it would have tempered a run up in prices due to strictly psychological reasons. So it made better sense then than now. Now it would be better to hang on to it because it is likely to be needed in the near future.

Doesn't sound consistent to me. Oil embargos are pretty serious situations to me. Weak poll numbers are not.
