He sacrtificed congress in 1994 to balance the budget

Until the Republicans were elected the projections where for deficits year after year. Not that Republicans are universally supporters of government spending restraint and balanced budgets (witness the current congress) but that congress was, and it was a huge factor in bringing the budget under control.
