It would have been to take out the Taliban with US ground forces (no carpet-bombing of Afghan villages), to capture or kill Osama bin Laden and to nurture a democracy (without the opium bumper crops!) in Afghanistan. And simultaneously, becoming a truly honest broker in the Israeli-Palestinian dispute, instead of blindly supporting Israel.

The smart response would have been to clean up Afganistan, and go home. The brilliant response would to have pressured Israel into a two state settlement based on the 1967 borders.
