I don't agree that it is all that minor of a threat, but it is a different class of threat. We are gearing up against terrorism like we did against the Soviets. Which is wrong, it isn't that kind of threat. It is one more along the lines of law enforcement with developing leads, following up on tips, tracking the suspicious. And not invading countries and dropping bombs. More Interpol than NATO.

It is a great threat because it can disrupt the world economy like little else. But if we disrupt it in our attempts to tackle the threat, then that is hard to count in the win column...

Likewise, turning ourselves into a police state and giving up our society to combat terrorism is hard to count as a win also. Especially since it probably won't eliminate terrorism.
