What you personally tolerate is quite different from what you ask the state to squash. That's the big difference here. The Nazis can march, but the government can't give them money to run their little clubs, and they can't supply them with a clubhouse. That's just the way most civil rights laws are worded. The state cannot squash the bigots, but it doesn't support them either. A nice balance.
