the trouble is in politics keeping the majority from squelching the minority and in turn keeping the minority from agitating unecessarily against the majority making their gov't unworkable by intransigence. all too often the minority ends up in control which is the paradox of governments. minorities are more vigorous, and feel they have less to lose in going for broke to get their ends. they have a kingmaker effect.
