It's very simple, free speech is protected, even when the person has ideas which you find repulsive. Saying "I hate African-Americans" doesn't disadvantage anybody. Translating that into action does. You can't penalize a group for saying things you don't like by restricting their access to public places, unless you restrict the access of all groups to that same public place. That's what "viewpoint neutral" means. If you allow a group that wishes to promote racial equality, you also have to allow a group that wishes to promote racial discrimination.
