ETF's can be shorted on up or down ticks. In addition, for the leverageheads there are usually options available fairly soon after the ETF's establish decent volume. Some of the direct ETF's like QQQQ which tracks the Naz 100 have humongous option volume.

Note: These are all quite tricky. When these are liquid there is a very big trading component of black box systems or trend followers. This can impart opportunities for both quick pops or sudden reversals.
