That's where the terrorist magnet philosophy comes in,

I wouldn't say that this was the intention necessarily..

But I would say that many believe that the only way to politically discredit the Islamo-Fascist movement was to force them to fight on Arab land and force the Arabs into the civil war between moderate/progressive government/Islam, and the Jihadists (who's agenda is to "Talibanize" the region..
