Pretty much. The Lebanese government has been in negotiation, but why would Hezbollah give up its weapons or merge with the Lebanese army? They have the southern third of their country and they get money and weapons from Syria. As far as the UN, any action is going to be deadlocked in the Security Council. Neither China nor Russia has a vested interest in seeing the problem solved, so...
