It is true, the UN mentioned no particular boundary, and if you look at the map (below) the Palestinian area is now far less than it was in 1947.

Below is the pre-1967 map which shows that Israel gained a lot of land in the 1948 war. That was when the state of Israel was recognized by the UN and serves as the basis of the default boundary -- the green line.

As you know, Israel occupied all of the West Bank and Gaza in the Six Day War but in terms of the UN Charter no nation is allowed to keep land gained in war. That is why Israel has tried by surreptitious means eg settlements, "facts on the ground", the Wall, criss-cross roads etc to take the West Bank land bit by bit.

The problem is the Arab states don't want the Palestinians. At one time Israel hoped they would go to Jordan and even tacitly assisted them to go there. They caused a great deal of trouble in Jordan and tried to take over the government so Jordan threw them out in September 1970 (Black September). They then went to Lebanon and made trouble there.
