This could be part of Ten's problem, not understanding the difference between "Budget" and "Deficit". He shares more with Bush than we expected.

Reading between the lines, you're claiming that the projected revenue was too low, not that the projected expenditures was too high.

Fine, either way there's hope that we have a handle on expenditures.
