He's referring to Sarbanes-Oxley, a corporate governance and financial reporting reform bill passed in 2002 in response to the accounting scandals of 2000 and 2001. So named because of its two main Congressional sponsors, Senator Paul Sarbanes and Representiive Michael Oxley.

According to President Bush, it was intended to "deter and punish corporate and accounting fraud and corruption, ensure justice for wrongdoers, and protect the interests of workers and shareholders"
