The votes were counted, recounted and then counted again

All nine of them.

The Florida votes were never recounted except some by machine one time, ignoring hundreds of thousands of overvotes and undervotes, and then in one or two counties. The votes were never recounted as ordered by the court in Dad and Palm Beach. Katherine Harris refused to recognize them. The Brtoward recount yielded Gore hundreds of new votes.

Bushies stopped the recounting by a variety of measures including a mob of GOP congressional aides yelling and screaming outside the dade County precinct.

The butterfly ballots in Palm beach were so confusing that thousands of people who thought they were voting for Gore voted for Buchanon by accident. And even a smart person could easily be confused by them.

But the main way Bushies cheated in Florida was by striping 57,700 mainly legal, mainly black voters of their right to vote altogether, and this was deliberate. Bushies also cheated by organizing thousands of late absentee votes to come in, claiming they were "military" votes from Kosovo. Then of course one partisan member of the Supreme Court ended the American peoples' right to know who really won altogether. Antonin Scalia, a close friend of Bush-Cheney whose son worked for them.
