I understand that but in the same sense Israel is a proxy for the US and armed to the teeth by the US.

That argument would only work if we were discussing Lebanon as a whole.

Hizbullah, at least the militant wing, has shown it's not answerable to the Lebanese government.

In fact, they are a government/entity until themselves.

Now if Iran wanted to arm Lebanon, then that would be different. And Lebanon would bear the repercussions of their alliance.
