Clinton was no holy grail. He was in the right place at the right time coming out of a recession and going into Y2K.
He did do some good things by hiring Rubin and tightening up on welfare. The worse thing he did was sign that '96 RE tax act.

Bush was handed a busted stock market, 9/11 and decided to pump rather than let the economy fall. Then there was the war and and the continuation of lax borders where he's really screwed up.
