Huh? That seems a strange interpretation of Gore's quote. How does "over-representation of factual presentations" equate to "deceive the public"? Especially given the next paragraph where he states: Over time that mix will change. As the country comes to more accept the reality of the crisis, there's going to be much more receptivity to a full-blown discussion of the solutions.

Given the quote in context it's pretty hard to interpret it as you have done. A better interpretation, IMHO, is "today just talk the facts, tomorrow we'll talk about possible solutions".
