Yes, but it doesn't matter which CO2 they aren't keeping up with. You could think of CO2 as a commodity, it doesn't matter where it came from, it only matters where it is.

Currently, it isn't being recycled, since most of it comes from fossil sources.

I don't think it takes a radical change of lifestyle. And I think people will change with social (and economic) pressure. An example might be the number of people who smoke cigarettes now, compared to 20 years ago.
