Ha, I have worked with volunteers like that. A way to get the group moving forward without creating mass resentment against either you or the person to who you refer is to sideline them. Make up an important title and give him or her total responsibility over some mundane thing in the project. Then assign them a few volunteers from the group including a loyal person to report back to you.

Are they bitter that they are not the leader?
