Yes, I'd agree there was plenty of warning. Considering that one problem that breaking in that area usually leads to more, I really would think that foreigners would run for cover. An "assumption of risk" argument can be made because of the 2+ weeks between the events when those people could have gotten out. If there had only been a day or 2, you could argue everyone didn't have time to get transport out- -but NOT two weeks.

I'd also agree that it is sheer idiocy to let a terrorist organization join your gov't- -or to let them have their own army. The Lebanese gov't did both. The common argument is that the Lebanese army did not have the strength needed to destroy Hezbollah. I don't have the expertise to comment on that. I will say it appears they didn't even try.
