Just having nothing to do with each other. This would work in remote fastnesses like the tribal areas in Afghanistan, but not on trade routes. We tried to look away when the Taliban took over Afghanistan but we couldn't let them prevent pipelines passing through from Central Asia forever. Anyway the more advanced members of the population don't want to go back to the 13th century.
