1999 is the most recent data, but as of 1999 DC is ranked 31 on there overall system, but 3rd to 5th in individual measures like "Roadway Congestion Index", "Annual Delay per Capita", and "Percent Congested Daily Travel". I suppose the mass transit options give DC a better ranking than the actual congestion on the road would give it.

Their stats are a little different than what I've heard from other sources.

For example New York is the 67st worst instead of being one of the 10 worst.

Again I guess the mass transit options improve the rank. These guys are really focused on mass transit, while other sources just look at what's on the roads.

Edit - REALLY focused on mass transit. Buffalo-Niagara Falls, NY. is worse than NYC? Albany and Rochester are almost as bad?
