Yes, this I believe is true (especially high rises).
However, individuals having problems (completion dates, improperly constructed, improperly inspected, non-payment to subs by the contractor, etc.) would (and did) contact the CILB and a hearing would be held. The Construction Industry Licensing Board controlled the licensing of ALL contractors [electrical, plumbing, mechanical...even pool contractors].
Even if a contractor only had a county license, he still had to be registered with "the Board", and was held liable for any mistakes, non-payment to subs, incomplete work, misuse of funds, etc.
In summary, this has nothing to do with inspections or inspectors, private or otherwise. The "Board" investigated complaints & in turn controlled licensing. They were a force to be reconded with if there were complaints against you as a contractor.
