You know something? It's good to know that there still are local gov'ts in this country that can act effectively to protect their citizens. After seeing the mess in NO, you get the feeling we've lost it (because that area gets the large majority of the news coverage because of the ineptness of its gov'ts). It is stunning the NO actually reelected the clown that probably bears more responsibility than anyone else for the disaster that happened there.

It this area, the area that recovered from the 1989 Loma Prieta Earthquake had sensible conservative gov'ts. They saw their jobs as being getting their cities up and running again as soon as possible. Liberal areas, such as Santa Cruz, went into civil wars that literally lasted for years about rebuilding. Should areas be rebuilt as the business areas they were? Or should they be converted to low-income housing or open areas for homeless to camp? In some cases the battles lasted so long that potential rebuilding funding was lost because the legislation providing for it had time limits in it that were exceeded.
