Again it means no such thing.

In fact its actually working the other way around, since the wealthy typically are taxed more than anyone else the wealth is being taken from them. They may be increasing their wealth faster than it is being taken from them but unless they are wealthy criminals they aren't taking it from other people, they are working for it, or investing their capital to earn it.
