It is Rogny les Sept Ecluses. Not Rogny. France put longer names for smaller places. Like they have Saint Marie. If there's another Saint Marie, they call it Saint Marie Les Deux Eglises.

Here we do similar things:

You may have "Santo Amaro". A smaller city is called "Santo Amaro da Imperatriz". If there's a "Sao Caetano". A southern one would be called: "Sao Caetano do Sul"

This way of naming places are easy for a Brazilian. For a foreign is difficult to get the hunch of it. Imagine a HK,Chinese Hakka, Trinidadian used to Shao lin, Bei jin, Shangai -on a lazy trip- get those French names in full!! :-)
