I think that with all the levels of bureaucracy that everything has to go through, it is simply amazing to me we get anything done. NO is a very bad and very good example of that. On 9-11, I think that Giuliani recognized immediately, that there was a problem, and had everyone do what they were trained to do just as quickly as humanly possible. After all, Giuliani was right in the situation himself, and we are fortunate he wasn't killed himself. Plus, there is a difference in leadership skills, and all one has to do is compare Giuliani to Nagin. Nothing more needs to be said. Those brave firemen and policemen did, and the entire nation was not only grateful, but our spirits were lifted because of their bravery and sacrifice....
