So there is no need to release them, and no need for an international tribunal or the equivalent of a criminal trial.

In other words the "close Gitmo" idea is rather silly. Moving them somewhere else under American control changes nothing. Releasing them is not required or desirable, and there are various practical reasons that we can send them all in to custody of other countries governments. Also having other countries sit on them for us doesn't follow the Geneva convention (or even the USSC's interpretation of the convention) any more or less than keeping captured combatants prisoner ourselves.
