I believe that if any people are really interested in NO, and the reasons the rest of the affected states didn't have the problems they did, is we just need to look at who the leaders were/are in the other states. Yes, NO had the flooding in addition to everything else, BUT THEN AGAIN, look at the NE States...They have had some pretty terrible floods recently as well. Many states have had recent flooding, but bet you an iced tea that they still don't have trash and debris a year later all over square miles...
