my understanding is that we are NOT talking about short-sellers buying stock to cover a short

what we are talking about is the scenario where there has been no shares borrowed to begin with to lawfully initiate the short position, i.e., FTDs.

in the latter scenario, the brokerage firm with the FTD must demonstrate that it has covered the FTD to even legitimize the short position. buying to cover that short position is a second, independent transaction as I understand it.

If I get some time this weekend I will see if someone on one of the other SI boards (e.g., Overstock, Biovail, Novastar Financial) may have a better handle on this and can educate us more fully.
