All you have to do is start redefining war zone and combatants. If your willing to redefine things to that extent, and if any administration can get away with it than we have no legal protections at all. It isn't something limited to war zones or enemy combatants. The redefinition you propose isn't far from redefining the 1st amendment to call for the establishment of a federally funded church. I do think all branches of government get away with twisting meanings and redefining terms in law too much, but the extent that you imagine them changing the definitions and twisting the meanings goes beyond anything we have seen (including from the current administration) by a vast amount. I don't think anyone is likely to get away with such redefinition in my lifetime. You propose redefining inch by inch, but those inches would have to add up to thousands or maybe millions of miles for people to accept that redefinition. Its hasn't been happening, and it isn't going to happen.
