Yes indeed. That was Saddam in Iraq (you might notice he is currently on trial and in danger of the death penalty for exactly this) and Tito and followers in Yugoland (some also went on trial for same).

The lebanese are "softer"... and their loyalties are deeper divided...

It mostly eliminates the heavy weapons. Does nothing to decrease the type of problem we see in Iraq. It may help Israel in the short term because they can sit more securely behind a buffer sans rockets on the other side, but Hezbollah will still be the local lads in S. Lebanon, and still be heroes.
