Well that would work much better than a much higher wage imposed as a national solution. But if its high enough to really provide something you would consider a decent entry level wage its still likely to put people out of work or force them in to off the books work, while at the same time increasing prices. These effects will be minimal if the wage is set low below what the market wage is for most labor, but if that's the case the minimum wage increase won't be able to pull people's wages up that much.
