You are assigning a lot of responsibility to the Lebanese government. From all I have read, it is weak, divided, impoverished, and incapable of doing anything. If they received the kind of aid that the US gives to Israel (figures I remember are $44 million a year for Lebanon and $2.5 billion a year for more than four times higher GDP per capital Israel), maybe they could build all those bomb shelters. Hopefully there is a Lebanese person out there somewhere who can explain the situation because I can only go by a few things I have read.

You know, if Israel hadn't been under attack for 80 years, maybe they wouldn't need all this AID. Then the US could give some to the countries that threaten israel some money. But if Hezbollah can afford 12,000 missiles, obviously lebanon doesn't need aid. But the US needs to give israel AID so that it is prepared for things like missiles from Lebanon.
