I don't know what they mean by "use". A rational person would probably consider used to be consumed so they probably mean consumed and used in the process.

I have caught the industry spokesmen in so many lies and half truths that it isn't even funny. One "expert" last week claimed he was paying $1.75 less a gallon for E85 than he was for gasoline. Can't figure out which planet he lives on. Most compare gallons to barrels or vice versa, whichever makes their numbers look better, thinking the public is too dumb to notice the different units.

Can't find much on refinery water use on the web. Maybe it really is that high.
