How about the UN has a resolution against Hezbollah, then the whole world demands that all outstanding resolutions be enforced or parties capable of responding and not doing so suffer economic isolation. This would include all countries in the region -- some of whom have been giving the UN and the rule of international law the finger for a long time.

The US could not handle Hezbollah, Israel could not Hezbollah... let's punish all the Lebanese for not being as powerful as the US and Israelis... Yes, let's starve them into being more powerful.
