Mike & Hawk: Yes I know it is disputed, but clearly Lebanon (or at least some Lebanese) take one view, while Israel and the UN take another. Does not change the fact that there is a dispute.

Hell, Syria doesn't even accept Lebanese sovereignty Neolib...

It still considers Lebanon (and Israel and Palestine) as part of "Greater Syria".. From the perspective (wrong or not) of the Syrians, Lebanon is no different than Israel in regard to whether it's a rogue state that has been taken from them.

So who's "dispute" takes priority here?
