Every federal employee I've ever known operated within a very well-defined framework. The more difficult jobs do involve exercising some independent judgment but it's still within a well-defined framework.

Not necessarily binary (is the light red or green?) but not very many parameters that require judgment (buy me a widget that does X, Y and Z, and get the lowest price from a vendor who's on the list, except that if the vendor can get it to us by last week, you can pay a little more) and plenty of oversight.

But telling a story is different. You can't tell every story you come across, only certain ones, and you can only use certain words, and you have to consider your editor and your publisher and your audience and your friends and the people you wish would give you a Pulitzer. And the grabbier it is, the more likely you'll be on the front page. Stuff like that. Lots of flex.
