Clearly you are ignorant of the issues. Not surprised, so far you have displayed remarkable ignorance on a number of issues. Signing statements are not new. Almost always they are used for the president to clarify how he intends to enforce the law. Bush is the first to use them to explain why the law doesn't apply. This is the crux of the problem. Not that you can understand it, mind you.
