It is not restricted to terror suspects. Or at least they aren't suspects in the normal sense of the word. Under the rules used, anyone with the slightest connection, no matter how indirect, come under the heading.

Slight connections (whatever slight means) to terror suspects should not be ignored.

So, by the rules used, every conversation can potentially be mined.

Well, re. international calls that is true and always has been.

In addition, it isn't restricted to international calls. That was the first story. It has since been proven to be false. All calls are subject to be monitored.

Calls to and from the US to foreign countries are international calls.

"You can't conduct international intelligence gathering according to the restrictions placed on criminal intelligence gathering in the US."

Nonsense. You'd have to come up with some proof of that one. What restrictions are so onerous that the laws have to be broken?

Well, just to name one. You can't wiretap US calls without a court order from a judge. You can't spy on terrorists in foreign countries effectively with that restriction.

It is people like you who Ben Franklin had in mind when he made his statement about freedoms and security. He knew that such individuals, ignorant of how Democracy actually operates, are its greatest danger.

Did Ben Franklin complain about George Washington reading Benedict Arnold's secret communications with the British? Did Franklin advocate requiring judicial warrants before attacking pirates?
