I find public health a justification to prevent smoking in public places- but I do feel that people should be able to smoke like chimneys when they aren't poluting other people's air (and they should be able to smoke or ingest anything they want). I see smoking as an assault (whatever is being smoked)- since it actually enters the body of those in the vicinity. I do not think we would allow bar owners to have premises where people assaulted other patrons who happened to walk in.
