A world in which the international community does not hold states accountable for the terrorism that emanates from within their borders is a world in which the war on terror cannot be won.

Ah, the crux! Only problem is if these states truly did their best to rid themselves of terrorist sects the ruling powers wouldn't be ruling much longer. This prevalent situation is spot lit by the Iraqi President where he condemns Israel for the war but never mentions Hezbollahs transgressions at the reason for the whole thing. If he had condemned Hezbollah it would have been akin to political suicide.
