No sane country is going to let a hostile army casually attack it while it simultaneously builds a larger and larger arsenal on its border. As to whether the level of force is appropriate, not being a military officer, I have no idea. How can a civilian watching TV (like most of the posters here) know what is or is not required to destroy a hostile army on foreign soil?" Well said.
