Why? You don't get AIDS out in public from people. The public health diseases I am worried about are the ones spread in public, for example, in food service and such, pandemic Flu, TB, that sort of thing. What argument can you make to distinguish AIDS from (for example) the resistant forms of syphilis? (assuming you brought this up because you think AIDS patients should be in quarantine) Or do you think we should quarantine for the other dangerous STD's too? I see the public health laws as being used to stop the spread of pandemic type diseases in public areas- I really don't see AIDS as fitting my criteria, but if you want it quarantined, make your argument, and I'll see if I buy it.
