Frankly, I don't know. But don't forget that Muslims don't believe in living it up like westerners. To the Iranians, western society is decadent. So, they don't think in terms of having much money and spending it wastefully on, say, smoking, drinking, drugs and gambling and having fun in general, as lots of folks do in the west. To be sure, the Iranian government spends a good chunk of its income on armaments. I don't blame them for that as Iran is surrounded by countries that are heavily armed, and so the Iranians realize they have to be able to defend themsleves against aggressors/predators and to make the playing field level. .
