This is the Wiki definition: "* Wedge issue is a term describing a social or political issue that is used by politicians as a ploy to "split" an opposing political party's support base and thereby entice voters to shift their support from one party to another. "

Anyway, that's the definition off which I was operating. Universal health care would seem to fit. If the definition only includes frivolous issues, yes, then it wouldn't be. I'm not interested enough to see if there's a "consensus" on the definition. <g>
